The public is very concerned about the effective management of medicine prices. Do you think the Law on Pharmaceuticals, which will come into effect in the next two months, can solve this problem?
I think so, because the Pharmaceuticals Law is based on the principle of increasing both the autonomy of enterprises and the State’s role in stabilising the medicine market.
For example, the law allows manufacturers that produce and import-export drugs to set their own competitive prices. However, the law also stipulates that the State can take measures to stabilise drug prices in the market to meet the demand of the people.
In order to regulate drug quality and stabilise the market, we should reorganise the drug distribution network. Does the Law include any new provisions addressing this issue?
In order to reorganise drug distribution in addition to raising medicine quality and stabilising prices, the law stipulates that all medicine distribution (except retail sale) should obey set regulations on good practice.
The Pharmaceuticals Law marks an improvement over the current State Ordinance on Private Pharmacy Businesses, as it does not differentiate between State-owned and private pharmaceutical companies.
This means both State-owned and private companies must obey the law’s regulations.
In recent years, many companies have used shady tactics to try to increase their drug prices, and the new law allows enterprises to fix their own prices. How can we be assured that prices are public and objective?
Enterprises are allowed to set their own prices, but they must obey regulations that will ensure their prices are public and objective.
We will also monitor enterprises to make sure they fix and announce their prices in legal ways.
How will the authorities deal with violators?
Currently, there are three legal documents of State decree status that regulate punishment of violators.
