Text of report by Afghan Jowzjan Province television on 21 December A seminar was held in the Security Department of Jowzjan Province today to prevent the cultivation, trafficking, use and smuggling of narcotics and to explain the resolution and decisions made at the national counter-narcotics conference in Kabul. Bakhtar Information Agency reports that the Security Department management, the security commanders of the 14 districts of Jowzjan Province and the heads of department sections attended the seminar. The seminar started with the recitation of some verses from the holy Koran. Afterwards, Maj-Gen Mohammad Nader Fahimi, the head of the Jowzjan Security Department, explained the resolution and decisions made at the national counter-narcotics conference in Kabul and the instructions of Hamed Karzai, the president of Islamic Republic of Afghanistan, on the prevention of the cultivation, trafficking, use and smuggling of drugs. He also talked about the danger and negative effects related to drug cultivation and said that from the viewpoint of the honourable religion of Islam drugs were illegal. He urged the security commanders of the 14 districts of Jowzjan Province to take the necessary precautions and measures to prevent the cultivation, trafficking, use and smuggling of narcotics. He also urged them not to allow others to cultivate them. Then, Maj Abdol Matin, the officer in charge of the Security Department’s general administration, read out the resolutions made at the national counter-narcotics conference in Kabul. Afterwards Kefayatollah Darzabi, the head of the department’s education section; Capt Mohammad Zaher, the security chief; Brig-Gen Habibollah, the head of the Military Prosecution Department; Mingli Jalit, the head of the Criminal and Investigation Department; Lt-Col Khoja Mohammad Hakim, the head of the Information Office; Gholam Sakhi, the head of the Antismuggling Office and some other participants put forward their specific proposals and viewpoints about the ways of preventing the smuggling of narcotics. They expressed their readiness to work in this field. The second session of the seminar continued in the afternoon. A number of security commanders of the districts of Jowzjan Province, reported on the activities of relevant departments and gave assurances that they would not allow anyone to grow narcotics and trade in them. The furture duties of the security commanders were highlighted and a resolution aimed at preventing the drug cultivation and trafficking in the capital and districts of Jowzjan Province was announced. The seminar ended after that. |
