A 72-year-old man who formerly ran a political organization in Chinatown pleaded guilty yesterday to Federal drug-trafficking charges stemming from the seizure of more than 800 pounds of heroin earlier this year. The man, Peter Fok-leung Woo, told a Federal judge in Brooklyn that he conspired to possess and distribute heroin, said the assistant United States attorney who prosecuted the case, Charles E. Rose. Because Mr. Woo pleaded guilty to the single conspiracy charge, he will not be tried on four other similar charges handed down by grand juries in New York and Chicago, Mr. Rose said. No sentencing date has been set. Mr. Woo faces a maximum of 20 years in prison and $1 million in fines, Mr. Rose said. Mr. Woo is being held in the Metropolitan Correctional Center in Manhattan. Mr. Woo was arrested last February after law-enforcement officials made what they described as the largest single seizure of heroin in the United States.
