Having succeeded in setting up a transitional government and drafting a modern constitution, Afghanistan is set to hold its first free and direct presidential and legislative elections in October. Despite numerous problems surrounding the election process, the Afghans may successfully overcome them with assistance from the US-led multinational forces stationed in the country since 2001. However, what is doubtful is the ability of the authority emerging from such elections to exert effective control over the entire Afghan territories. In countries witnessing civil wars or disturbances, the biggest obstacle to restoring stability and establishing a state of law and order is the availability of weapons in the hands of local groups and individuals.
